chore: install GitHub Spec Kit tooling

Adds the specify CLI's .specify/ scaffolding (templates, PowerShell automation scripts, constitution memory) and the .claude/skills/speckit-* slash commands for spec-driven development (constitution, specify, clarify, plan, tasks, checklist, analyze, implement, converge).
